Heritage obligations in Victoria can be complex — and the cost of getting them wrong, or discovering them too late, can be significant.
Whether you're a developer navigating a Cultural Heritage Management Plan (CHMP), a planner assessing whether due diligence or a Preliminary Aboriginal Heritage Test (PAHT) is the right pathway, an architect managing a Heritage Overlay planning permit, or a landowner who's just been told you need a heritage assessment — Strata Heritage can help.
We respond to all new enquiries promptly and provide an honest, straightforward preliminary assessment of your situation at no charge. There's no obligation to proceed, and no fee for an initial discussion.
Click the button below and tell us about your project and we'll tell you where you stand.

There's no charge for the initial enquiry that helps us to undertand your heritage context and next steps.
"My council has asked for a CHMP before issuing a planning permit."
This is the most common enquiry we receive. We can quickly assess whether a CHMP is actually required for your project, provide a quote, and begin the process — including the Notice of Intent to the relevant Registered Aboriginal Party (RAP).
"I'm not sure whether I need a CHMP or just a due diligence assessment."
A short preliminary conversation is usually enough to answer this. We'll assess your activity type and the mapped cultural heritage sensitivity of your land and tell you clearly which applies.
"I've just been told my PAHT was refused — what happens now?"
If your Preliminary Aboriginal Heritage Test was refused by First Peoples – State Relations, a CHMP is required. If the refused PAHT was prepared by Strata Heritage, the fees you paid are credited in full to your CHMP costs.
"My project is in a Heritage Overlay — I need a Heritage Impact Statement."
Strata Heritage prepares Heritage Impact Statements (HIS) for Heritage Overlay planning permit applications under the Planning and Environment Act 1987 and for Heritage Victoria permit applications under the Heritage Act 2017.
"I'm another heritage consultancy and need capacity support."
Strata Heritage provides technical and project management support to other heritage firms.
